Job Description
The Berkeley Springs Farmers Market (BSFM) is a community market, supported by the Morgan County Association of Food and Farms (MCAFF), the BSFM Committee, and a host of other local community members. The market will provide access to locally grown fruits, vegetables, and other farm products.

Administrator Position
The Market Manager is a part time position with primary responsibility being the day-to-day operation of the farmers market. This will include an on-site presence at the market during market hours, as well as off-site work during non-market hours. The manager will report to the BSFM committee chair and the MCAFF board who will set all market policy. In addition, the manager will represent the market to the market’s vendors, the consumers, and to the community.

Duties
• Schedules Market Committee meetings as needed, sets meeting agendas and presides over the meetings according to Roberts Rules.
• Attend all MCAFF meetings.
• Coordinate with MCAFF Treasurer to review and approves bills/ invoices related to the BSFM for payment.
• Recruits members for the Committee.
• Recruits candidates for Market Manager, as needed. Makes recommendations to MCAFF Board of Directors with regard to selection of a Market Manager when there is a vacancy.
• Assists Market Manager in recruiting new vendors for the Market to meet demand.
• Reports to the MCAFF Board as needed, regarding issues and proposed policy changes.
• Appoints one or more committee members to handle marketing and promotion for the Market.
• Annual duties
o In January, notifies the Mayor of the Town of Bath that the Market wishes to use the customary blocks on Fairfax St., for the Sunday and Thursday markets, for the duration of the outdoor markets.
o In January, sends form letters to emergency services, adjacent property holders informing them of the new market season, street closure, etc.
o Prior to setting the annual budget for the Market, proposes changes to vendor fees, as necessary, consulting with the Market Committee and the Market Manager. Vendor fees should cover the majority of Market expenses during the year.
o In December sets the annual budget for the Market for the following year, along with the Market Committee members, Market Manager, and the Treasurer of the MCAFF Board of Directors. Submits the budget to the MCAFF Board for final approval.
o Recruits, trains and provides job support for volunteers who accept positions on the Market Committee.
o In January, with the Market Manager, reviews the previous year’s Vendor Application packets, identifying any necessary changes and/or additions.
o Handles exceptions in vendor applications if requested by the Market Manager.
o Reviews Market Manager’s recommendations on approval/disapproval of vendor applications and approves/disapproves of the recommendations.
o Ensures that all new producers have had a farm visit before the start of the Market season or before entering the Market.
o Emergency preparedness plan review and updates annually.

• Performs all administrative functions, including collection and review of vendor applications, required permits, compliance paperwork, etc.
• Maintains all paper and electronic records necessary to the functioning of the Market
• Maintains a master list of vendors and their contact information.
• Keeps records of market attendance and vendor sales data and prepares 3 year analysis of sales data for MCAFF Board and annual meeting.
• Keeps abreast of requirements for permits and licenses for vendors by the Health Department and other government bodies, etc. Follows through to provide support and education about requirements of various programs and permits. Including, but not limited to:
o Morgan County Health Department permits and licenses.
o Town of Bath licenses.
o Senior Farmers Market Nutrition Program training and signage.
o WIC Program training and signage.
o SNAP Program training and signage.
Administers the application process for all vendors and farmers.
• Organizes farm visits with new farmers, to include at least one member of the Farmers Market Committee on each farm visit.
• Administers the Emergency Preparedness Plan of the Market.
• Sets up and maintains the calendar for special events.
• In January, sends out Vendor Application packets to all vendors.
• Arranges for farm visits to new vendors’ farms, to include at least one member of the Farmers Market Committee, in addition to the Market Manager.
• Arranges purchase of approved equipment.
• Provides training to vendors for accepting WV Farmers Senior Market Nutrition Program, WIC and SNAP payments as needed.

• Preparations of site for next season, including securing location, site permits, market insurance, ensure that any maintenance or repairs needed to site are made, secure bathrooms, set market schedule, organize volunteers

The Sunday Market is usually filled with happy shoppers and happy vendors. But the Thursday Market has languished, dropping down to only one vendor.

The Berkeley Springs Farmers Market Committee made the very difficult decision to suspend the Thursday Market for 2016. The tiny budget of this nonprofit organization cannot sustain that operation this year. Hopefully, new funding will be available for an expanded Market in 2017.

In addition, independent vendors may offer farm stand fresh produce this summer.
